As a substitute teacher for the past year, I have seen countless bulletin boards in the public and catholic school system. Most often, I never saw a student look or even gaze at the bulletin boards in the classroom. Word walls were hardly used as a tool for learning new words or to aid the student in spelling a word. It seemed as the words melted into the bulletin boards. The word walls need to have the letters and the words jump out at the students. In the primary grades place a picture beside the word to entice the student to use it as a tool. As well, the students need to have the freedom to walk to the word wall unless they have Superman vision. I would tell my students to use the word wall and there response was, I cannot see the words and we are not allowed to get out of our seats without permission. If bulletin boards are to be effective in the classroom they need to be accessible and attract the students attention.
